Roads develop emergent group dynamics that rise to suit the conditions of the moment; speeding cameras destroy that spontaneous form of self-organisation and force the citizen to deal with the bureaucracy by rote - learning where the cameras are to avoid penalty.
3. Cultural Edges - Persia/Hellenic.
Another example of the cultural divide being fluid is when Alexander conquered the Persian Empire. The Greeks and Macedonians had no administrative technologies to manage such a large domain. Transport for London, the body responsible for the Underground, bus, and river bus network in London, has put out an RFP for a company that can make an Intelligent Speed Adaptation system. What is that? It's a GPS-based device that would attempt to keep you from speeding.
As the baby boomers move into retirement, they'll force government to reflect their ever-increasing risk aversion -- particularly at the local level. So expect much more of this nuttiness.
